부산시, 외국인근로자 지원센터 개소

노동관계, 고용허가제 상담, 통역, 수준별 한국어 교육 등 전담 

Busan City Opens Foreign Workers Support Center

Busan City announced the opening of the 'Busan Foreign Workers Support Center' located in the basement of the Busan Workers Welfare Center in Yeonje-gu.

This center has been established to systematically support foreign workers in the region. The opening ceremony was held on the 22nd at 11 a.m. and was attended by about 90 people, including key figures such as Park Ju-wan, Vice Chairman of the Busan Employers Federation, Oh Yoo-jung, Head of the Regional Cooperation Division of the Busan Regional Employment and Labor Office, and Shin Seung-sik, Head of the Busan Regional Headquarters of the Korea Industrial Manpower Corporation.

Busan City pursued the establishment of the center after being selected in February this year for the Ministry of Employment and Labor's 'Support Project for the Regional Settlement of Foreign Workers.' With the increase in the introduction and stay of foreign workers and the aggravation of manpower shortages in regional industrial sites due to population decline and low birth rates, foreign workers have become important human resources in the region.

The government plans to expand the introduction of foreign workers, and thus, the necessity of operating dedicated support institutions for foreign workers is increasing. The Busan Foreign Workers Support Center will be operated by the Busan Regional Headquarters of the Korean Federation of Trade Unions, with an annual budget of 400 million KRW (200 million KRW from national funds and 200 million KRW from municipal funds) to provide various programs.

Key programs include professional counseling on labor relations, support for employment permit system counseling and interpretation, Korean language education at various levels, IT education, industrial and life safety education, health promotion education, mentoring programs, Korean cultural experiences, and free health checkups.

The center operates from Sunday to Thursday, from 9 a.m. to 6 p.m., and is closed on Fridays, Saturdays, and public holidays. However, for smooth operation of the educational programs, some courses will be conducted on Saturdays. The Korean language and IT courses will be held on Sundays, while industrial safety, life settlement, and health promotion courses will be held on Saturdays. Any foreign worker (E-9, H-2) can participate in the center’s programs.

Mayor Park Heong-joon of Busan said, "We hope to meet the diverse needs of foreign workers residing in the region through the various support programs of the Busan Foreign Workers Support Center," and added, "We aim to make Busan a true global hub city."

부산시는 지난 22일 연제구에 위치한 부산시노동자종합복지관 지하 1층에서 '부산 외국인근로자지원센터'를 개소했다고 밝혔다. 

이 센터는 지역 내 외국인근로자를 체계적으로 지원하기 위해 설립된 전담 기관으로 운영한다. 개소식은 지난 22일 오전 11시, 박주완 부산경영자총협회 상임부회장, 오유정 부산지방고용노동청 지역협력과장, 신승식 한국산업인력공단 부산지역본부장 등 유관기관 관계자 및 노동자단체 대표 등 90여 명이 참석한 가운데 열렸다.

부산시는 올해 2월 고용노동부의 '외국인근로자 지역정착 지원사업' 공모에 선정돼 센터 설립을 추진했다. 현재 외국인 도입·체류 규모가 증가하고 인구감소와 저출생으로 인해 지역 산업현장의 인력난이 가중됨에 따라, 외국인근로자는 지역의 중요한 인적 자원이 되고 있다. 

정부는 외국인력 도입을 확대할 방침이며, 이에 따라 외국인근로자 전담 지원기관 운영의 필요성이 커지고 있다. 이에 따라 부산 외국인근로자지원센터는 한국노총 부산지역본부가 운영하며, 연간 4억 원(국비 2억, 시비 2억)의 예산을 투입해 다양한 프로그램을 제공할 예정이다. 

주요 프로그램으로는 노동관계 전문 상담, 고용허가제 상담 및 통역 지원, 수준별 한국어 교육, 정보화 교육, 산업·생활안전 교육, 건강증진교육, 멘토링 프로그램, 한국문화 체험 및 무료 건강검진 등이 있다.

센터 운영 시간은 일요일부터 목요일까지 오전 9시부터 오후 6시까지이며, 금요일과 토요일, 공휴일은 휴무이다. 다만 교육의 원활한 운영을 위해 일부 과정은 토요일에 진행될 예정이다. 한국어 및 정보화 과정은 일요일에, 산업안전 및 생활정착, 건강증진 과정은 토요일에 운영된다. 외국인근로자(E-9, H-2)라면 누구나 센터의 프로그램에 참여할 수 있다.

박형준 부산시장은 "부산 외국인근로자지원센터의 다양한 지원 프로그램을 통해 지역 거주 외국인근로자의 다양한 수요를 충족시킬 수 있을 것"이라며, "부산을 글로벌 허브 도시로 만들어가겠다"라고 밝혔다.
